You're right, it's taken a tremendous amount of work. Initially, we tried to bring people in from other worlds to help without giving them shards... but they fell ill and grew weaker the longer they were here. So we sent them home and went back to the drawing board. It was only after Sonic visited some worlds very similar to this one that we gained enough information to make fake Chaos Emeralds. With those, you all gain quite the boost in power - letting even noncombatants rival us in power. It also keeps you safe from illness or weakness in this world.
